Who are Jewish heroes? Jewish heroes are ones that teach more than history, they teach values. Scott Farrell is our own Jewish hero; he is a complete example of leadership going where others do not. Scott focuses on the betterment of his community and his employees and he has the drive to change the world in which he lives. He has been a vigorous advocate filling the medical testing needs of the underserved in Arizona for over 19 years. As the president of Lab Express, he has been able to provide Arizonans with low cost, high quality, reliable health screening for a wide variety of testing needs. With the rise in insurance premiums and fees, and in some cases the lack of insurance coverage altogether, some individuals must choose to forgo laboratory testing and screening, often at the expense of their own health. Mr. Farrell's goal from the very beginning has been to provide these individuals with accessible and affordable testing services. Understanding that sometimes these patients are unable to follow through with doctor ordered testing because of the cost, however, without these tests; physicians are unable to diagnose and treat illnesses. Mr. Farrell has been dedicated in keeping the prices at Lab Express far below customary laboratory fees without sacrificing high quality testing. He is a tireless champion for the uninsured in the state and helps support many medical clinics with his "Doctor Dollars" program where participating physicians can provide free laboratory services to their patients in need. This program allotted participating doctors "Doctor Dollars" a credit for $500 in lab services; this allowed the doctors to help their patients in need with offering to pay for all or partial lab services. In current economic times Mr. Farrell has realized that even a draw fee ranging from $8- $20 was beginning to be to costly for some patients so he now offers a "Draw Fee Coupon" as well to off set fees even further. Scott Farrell is so passionate about the healthcare in America today that he has recently published and submitted a National Healthcare Plan, the Federal Act Insurance Restructure Health Plan (F.A.I.R Health Plan). A real Non-Governmental based solution to America's healthcare crisis, a functional and cost effective healthcare system. Mr. Farrell began writing this plan in the 90's; he realized then that something needed to be done for the American people. The FAIR Health Plan is designed to meet all of the strategic goals that the American people deserve. It is largely based on successful healthcare systems that are proven sustainable over the long-term. The FAIR Health Plan allows the uninsured to have access to healthcare in a way that is very cost effective and saves over $200 billion dollars in its first year in Medicaid expenditures alone without an adverse effect to the care provided.
